Sweepstakes casinos have grown extremely popular across the US. Available in many states where cash casino gaming is forbidden, Louisiana is making legislative moves to outlaw it.
Casino gambling has grown in popularity across the world. It is estimated that by 2029, the global number of users is expected to reach 139.9 million. Yet while casinos come attached with the stigma of problem gambling, many are visited for the sake of entertainment alone, and people enjoy them for the quality of games. Sweepstakes casinos provide these without the cash incentives, yet opposition to them is mounting in Louisiana.
A sweepstakes casino is a service that provides traditional gambling games, like slots and table games. However, it does so without the input of cash. People can play these games for free, without making any deposit. They do this by using an in-game currency. For many people who live in states where online casinos are restricted, they have provided a way to enjoy these games without breaking the law.
This is because these websites don’t fall under the jurisdiction of gambling laws. Instead, they are under a different category known as sweepstakes. Players can log on and take part in daily challenges to gain gold coins. These can then be used to play games, much as fiat currency would be in an online casino. Alongside this run coins called sweepcoins, which can be gained as prizes or other means. They can then be cashed in for chances to win in lotteries or cash prizes.
In Louisiana, Rep. Bryan Fontenot has filed legislation that would place sweepstakes-style gambling under the same bracket as racketeering. This would see an escalation of potential penalties for providing these services, and give prosecutors more tools to pursue business operators. Crucially, those in breach of the law could face prison sentences of up to 50 years.
This is part of a heated, ongoing debate in the state. Last year, Gov. Jeff Landry vetoed a bill on sweepstakes casinos that would have banned them outright. His argument was that the state already had sufficient power to target the segment and that the Louisiana Gaming Control Board was already targeting illegal gambling. This was followed by the attorney general formally declaring the model illegal and issuing cease and desist letters. However, there is still no outright ban on them.
Should the new bill pass, it will impact anyone wanting to set up a sweepstake casino in the state. If it does pass both chambers, it would still require a Governor’s signature, showing it still has a long way to go.
In 2006, the United States brought in its Unlawful Internet Gambling Enforcement Act (UIGEA). This effectively shut down all online casinos at the time and targeted those who facilitated them. This resulted in a host of global brands and businesses leaving the United States, and online casinos were effectively dead in the country.
A way to get around this was soon discovered by some operators, who began to experiment with the in-game dual currency method. This flourished in North America, where there was a market for casino entertainment, but regulations forbid cash casinos. By 2024, the area had 90% of the global sweepstakes casino market and was surpassing USD 10 billion in revenue.
The advantage of sweepstakes casinos is that most states allow them to operate. This means that people have access to online casino games. So far, only seven states have dedicated cash online casinos, and only a few have banned them, leaving them legal in 33 states. For those in states like Florida, it is the only way you can play these games online legally.
While you can’t win money, you can win prizes. You just need to take part in social contests, log in daily, and you will get coins to play, which may result in some lucky gifts coming your way. Many allow you to redeem prize tokens for gift cards, allowing you to buy almost whatever you like. Amidst all this, you don’t need to have any financial input, such as making a deposit or giving away personal and financial details. If you do want to play more, you can buy a batch of gold coins, but this is an optional extra rather than a given.
By no means are sweepstakes casinos inferior either. They will have a range of games, all based on classic titles. This means you can get enjoyable slots, poker, blackjack, and even games unique to the sweepstakes casino you choose. Thus, you can play until your heart is content.
Online sweepstake casinos are facing regulatory challenges, such as in places like Louisiana. In many instances, this is from the gambling companies themselves, who want to funnel people to their own platforms. These games are a form of entertainment, and will continue to be so.
